National Policy vs National Response

I know these political jokes have been done to death but we haven't done any of them not even to hurt slightly. I present to you all what is exactly going on. I'm sleepy right now otherwise I'd have written a rousing article that'd change the course of history, it will have abated by the time I wake up but know that it would have been a humdinger.
